Jacques Kelly of the Baltimore Sun reflects on his personal tour of Barclay earlier this week compared to a tour of the same neighborhood in 1999. Steadfast residents, local community groups, and master developer Telesis have aided in the transformation. Recent phases of redevelopment include the nearly complete North Barclay Green Phase 3 and North Calvert Green Phase 2B now under construction.
